Is it normal for the scar tissue to build back up after arthroscopic surgery was performed to remove it?

I Arthroscopic surgery on the ankle 7 (ISH) years to remove scar tissue build up. It was a success, I have recovered most of my range of motion, and was able to run again. However, in the last two years I have experienced symptoms before surgery, decreased ROM, pain when standing or walking for long periods of time, in relation to the wonders of arthritis by 22 I am willing to undergo surgery again if necessary, and have initiated the process of obtaining X-rays, MRI, eye specialists, etc, but I'd like some kind of clue as to whether or not is normal before going there, or is indicative of some other problem.

It could be scar tissue again. I had to have the same surgery twice due to tissue and continued wear.
